Meghalya High Court: Any exercise of discretion by administrative authority is subject to judicial review which is available in cases of failure to exercise discretion in a case of abuse of discretionary power or illegality, irrationality and procedural impropriety. Authority cannot be compelled to use its discretion in a particular manner. Authority should have addressed itself to the issue.
