Memo to President Jonathan on Boko Haram crisis - Dos and Donts Do remember you are the President and command the resources of the Federal Republic. This includes national and international connections. Satellite tracking, drones , expertise etc can be obtained from friendly nations. Do make it the specific responsibility of individual military officers to stop the insurgency. If they do not achieve this within an agreed time frame they are out Dont allow military operations to turn the people of the affected area against you/Nigerian Govt. This is as much a battle for hearts and minds as it is for territory. Wanton destruction etc must NOT happen. Do celebrate and support the front-line troops. Ensure they are properly kitted and families compensated in event of the ultimate sacrifice. Do this personally and let the Soldiers be aware of this. Do get your own intelligence reports on how the army is performing and do not rely on official reports. Dont allow these silly accusations against Buhari, Sanusi, APC Governors etc of sponsoring BH. This requires a bipartisan effort - this strategy may be good politics but terrible for nationhood and this fight. Do flood affected areas with food and relief supplies : hearts and minds remember? Do organise, arm and strengthen the vigilantes. This high risk strategy must be tightly controlled and monitored. Do draw a line under this discussion or appeasement strategy. This is not the Niger Delta: these guys are not driven by money. Do all the above on a need to know basis. Only you and your inside insiders must know this. Good Luck! (pardon the pun)
