Methamphetamine Dealer Found Guilty By Coos County Jury Coquille, OR January 7th, 2014 Ryan Tupua Reed was found guilty by a twelve person jury of Unlawful Deliver of Methamphetamine and Unlawful Possession of Methamphetamine. A tip from a concerned citizen triggered a SCINT investigation leading to the discovery of Reed. In 2014 citizens noticed high volume short stay traffic at the home of Jon Dials at 63019 Crown Point Road in Coos Bay Oregon. These observations were communicated to SCINT. SCINT detectives focused their attention on the property, conducted surveillance, and facilitated saturation patrols in the area. On May 6, 2014 while conducting surveillance at the 63019 Crown Point address, a SCINT detective observed a car enter the driveway and interact with Jon Dials. The detective recognized the duration of the interaction, along with other observations, was indicative of a hand to hand drug transaction. This information was communicated to Officer Chris Rule of the North Bend Oregon Police Department; who conducted a stop of the suspect vehicle. Ryan Reed was the driver of the car. Officer Rob Scoville of the Coquille Indian Tribe arrived on scene to assist with his narcotic detection canine partner Stormy. Stormy alerted on the car driven by Reed. Officers Rule and Scoville proceeded to search the car and find methamphetamine, methamphetamine paraphernalia, digital scales, and methamphetamine packaging material. During an interview with Officer Rule, Reed admitted possession of the methamphetamine. Reed further admitted his intention was to provide the methamphetamine to the passenger. A twelve person jury found Reed guilty of Unlawful Delivery of Methamphetamine and Unlawful Possession of Methamphetamine. On January 8, 2014 Reed was sentenced per Oregon Sentencing Guidelines to twenty days in jail followed by eighteen months formal probation.
