Mid Term Evaluation Consultant 6/02/2014 Location: Timor Leste Close Date: 12/02/2014 CARE International in Timor-Leste, in partnership with the Timor-LesteNational Commission for UNESCO, wishes to recruit a consultant for the external mid-term evaluation of the Mother Tongue Based Multi-Lingual Education (MTB-MLE) Pilot project. The design of the MTB-MLE Pilot Programme is based on recommendations of the Government’s Mother Tongue-Based Multilingual Education – MTB-MLE - Policy for Timor-Leste launched in 2012 and is being implemented in the districts of Lautem, Oecusse and Manatuto. The purpose of this evaluation is to assess progress made since the initiation of Mother Tongue Based Multilingual Education Pilot Programme in 2012, against the standard DAC evaluation criteria as outlined in the attached TOR. The evaluation will draw key strategic lessons from experience, recommend project changes for increased effectiveness, and efficiency, and provide both qualitative and quantitative information that can be used for project improvement during the remainder of the project.
