The city and any authorized organization or person who received information with regard to this loan program does have a legally mandated obligation to protect information deemed by statute as confidential. Each public entity with a publicly accessible internet site has a legally mandated responsibility to develop and publicly communicate their Privacy Policy relating to personal information. The city also very likely has a legal responsibility to manage breach of information (determined by statute to be confidential) that Mike Roy committed, and to investigate that breach and report the breach to credit the state regulators or Attorney General. There seem to be fines that are required to be levied. Since you seem to be unaware of your responsibilities or the state and federal laws and practices you are required to follow regarding confidential information and privacy here are some of the statutes.
