Military Medals reward stupidity not intelligence. If I choose to land 10 miles away via helicopter from my target, walk into my target hand cuffing people in their sleep like a ninja, and fire no shots I get less award points on my test. But if I land my helo on the target, wake the enemy up, and get lots of my friends shot I get more award points. If I get a navy cross or Medal of Honor I will make rank regardless of my test. So this means the other smarter person will be a lower rank and must follow orders of an idiot.
