Minutes of meeting of Advisory Board-of Haryana Accountant General (Audit): Issues raised by Advocate H.C. Arora-and answers given by Principal Accountant General (Audit)-on issues of public interest concerning audit: Shri H.C. Arora (i) In the background of Prime Ministers Swachta Abhiyan, emphasis on provision of public toilets. (ii) Societies collecting service charges and spending the money, but are not being audited was a serious problem. (iii) Premature release of convicts by remission needs to be examined, as remissions are often granted on frivolous grounds (iv) Schemes relating to blind and destitute girls should be examined. (v) Audit should also examine support money and diet money for sports persons. (vi) Mid day meal scheme may be audited with respect to enrolment in schools as there are fictitious enrolment in schools. (vii) Functioning of RO Systems in various Institutions and offices needs to be examined to ascertain whether these are functioning and water is fit for human consumption. (viii) Use of Ground Water in construction activities in Haryana also needs to be examined. (ix) Non audit of co-operative societies by Chartered Accountants. The Pr. AG assured the member that his concerns were noted and would be examined. She also informed that Performance Audit on Mid Day Meal scheme is underway. Regarding audit of societies, the Pr. AG explained that this office conducts the audit of only those societies under section 14 of CAG’s DPC Act where the Govt. provides grant or loans. Audit of Co-operative Societies Department had already been conducted for the State Audit Report 2012-13. Deputy Accountant General (Economic Sector-II) clarified that Registrar Cooperative Societies has informed that Haryana Cooperative Societies Act has been amended (May 2013) and a provision has been made for audit by auditors or empanelled auditing firms (Chartered Accountants or a firm of Chartered Accountants who are the members of Institute of Chartered Accountants of India) at least once in a year and assured that the compliance of the provision ibid would be looked into during the audit of Cooperative Department. Thematic Audit on working of Jail Department and Performance Audit on Sports Department will be taken up for the Audit Report 2014-15 (Audit Plan 2015-16). Further the Pr. AG asked Sr. Deputy Accountant General (Social Sector) to take necessary action on the issues relating to social schemes & to Deputy Accountant General (Revenue Sector) to examine the issue relating to Service Charges and to include such points in the IRs.
