Mixed news today at the statehouse The Ohio House of Representatives met for the last time this general assembly to address numerous bills including HB 394, legislation to allow pharmacists and pharmacy interns to administer CDC recommended immunizations. The bill would require a prescription to administer CDC recommended vaccines to youth 7-12 except the flu vaccine. For people 13 and older all CDC vaccines may be administered without a prescription. The house voted to concur on this legislation meaning that the final step to make this bill a law is for Governor Kasich to sign the bill. We expect this to happen quickly. The house chose not to entertain the message from the senate on HB 412. The legislation addresses a number of changes for physician assistants including delegation of medication administration to unlicensed assistive personnel. During senate deliberations separate legislation (HB 301) was amended into the bill to include advanced practice registered nurses in the delegation provisions. The site restrictions included in the APRN bill (HB 301) were also amended into the bill for both APRNs and PAs. On the senate floor the bill was amended again to include language related to mandatory insurance coverage for first responders suffering from PTSD. The house opposed this language in two other bills this session and consequently refused to pass the bill with the inclusion of that provision. Though COHCA was not the primary organization to request the delegation legislation, and we do remain concerned with the restrictions placed in the bills to limit the locations in which the PAs and APRNs may delegate, we do support APRN and PA delegation and are disappointed that this bill did not pass. We look forward to working with the PAs and APRNs on a second attempt to pass PA and APRN delegation legislation.
