Mliswa distances himself from endorsement of Mugabe Zanu PF Mashonaland West province is yet to follow due process in endorsing President Robert Mugabe’s continued stay in office at the party’s elective congress in December, provincial chairman Temba Mliswa has said. In a statement at the weekend, Mliswa said the province was yet to receive nominations for the presidium, effectively ruling out-of-order party structures and Senate president Edna Madzongwe’s declarations that Mashonaland West had endorsed Mugabe. “The presidium consists of four members, comprising the president, two vice presidents and the national chairman of the party. Who, according to Article 7 Section 32(1) of the Zanu PF constitution: All of whom shall be elected by congress directly upon nomination by at least six Provincial Co-ordinating Committees (PCCs) of the party, meeting separately in special session called for that purpose,” read Mliswa’s statement. “The constitution then goes on to clearly state in Article 7, Section 32(10) that; for the avoidance of doubt, each PCC shall act as the Electoral College for the purpose of arriving at the nominations referred to on Section 32(1) and (2).” Given the party’s constitutional provisions, Mliswa said, Mashonaland West had not received the nominations and thus no endorsements had been made “officially”. “It is clear from the constitution that a province’s candidate is nominated from meetings convened by the PCC. The structure of the PCC is such that it comprises of representation right down to district level and as such, represents the people’s wishes as each administration district (sic) has a member that sits on the PCC,” said Mliswa. “When names are brought forward for nomination, therefore, these candidates are nominated from the people and brought to the PCC which subsequently sits down to deliberate and announce an official position. The names are not forwarded and discussed individually, but as a whole, with all four candidates endorsed simultaneously. As of yet, the Mashonaland West PCC has not been availed these nominations and as such, is not in a position to make an official announcement pending the correct protocol being followed.” Madzongwe recently presided over a belated Women’s Day commemorations at Ngezi High School in Mhondoro and declared that Mugabe would have no challenger for the presidency, claiming “no leader rises during the subsistence of another”. “Hakuna zuva rinobuda rimwe risati radoka (there is no dawn before sunset) and by this I mean we are endorsing President Mugabe as the leader of the party as we are going to our congress in December. I urge you all to rally behind our president,” said Madzongwe. Mliswa, the Hurungwe West lawmaker, said his province continued to pledge full support to the current Zanu PF leadership to ensure cohesion. “Equally it is anyone’s right to pledge (their) support to the current presidium, more so as it is the current presidium that romped the party to victory and attained the resounding election win that we enjoy today. “When endorsements are made from certain quarters, it’s a bit like jumping the gun or putting the cart before the horse, although as the chairman I am fully apprised of all district positions and simply await protocol to be followed,” he said.
