Modi speech at ISRO has helped fire up the imagination of the young . Now he will need to focus on streamlining the systems in the Government . Having an Island of Technology Excellence like ISRO will not suffice . We need to disseminate these Technologies into day today life . How do we go about doing that ? Simple : Identify cutting Edge Technolgies available across India in each field . Establish Best Practice Bench Marks . Phase out obsolete Tecnologies and fix responsibilities for phasing them out in a time bound Manner , say One Year . And Implement a Time Bound Program for implementing Modern Technologies in each sphere of Governance . At the Policy Level , it would imply that Each and Every Department of The Government should Conform to Best Practice Standards in Two Years . The impediment is not our ability . It is just the attitude . Our Rules and Regulations inhibit and disable Officers . Not Empower them . Many of these rules were framed during the Colonial Period where the intention was to deny Indian Officers the best and keep them dependent on British Masters . It is this fact which explains the inertia of last 60 years . The situation in India is not very different from the one faced by China in 1988 . We need to embark on a Modernisation Program . Government needs to ugrade in a manner Consistent with the current pool of talent and technology available . It needs to recruit the best, both in terms of Man Power and Technologies . So take care of the Top End and let the bottom end take care of itself . So how does this philosophy work on ground ? Mr Modi should appoint a Minister of State in PMO directly in Charge of Implementation of Modernisation Program . There are many young Politicians that fit the bill in BJP and would qualify for the job . Somebody young like Rudi or Kirti Azad or Meenakshi Lekhi who have immense appeal among the young , as also the drive and initiative to cut through the Babu Mindset so reminiscent of the Colonial Times .
