Monitoring and Evaluation (M&E)/Communication Officer – Emergency Response, Emergency Program, POST TYPE: SERVICE CONTRACT, LOCATION: Cairo, the responsibilities of the post may require the post holder to have regular contact with or access to children or young people, deadline August 5, 2013 PROGRAM/DEPARTMENT SUMMARY: The M&E/Communication Officer will collaborate with the M&E Manager to design and implement the M&E activities related to emergency response programs. S/he will assist the Team leader in preparing monthly reports on project progress and will monitor the project activities on a regular basis. S/he will develop and maintain the information system, will collect and enter data, and provide analysis of data. The M&E/Communication Officer will Develop the publications including situation reports, regional monthly newsletter for an external communications as needed. SCOPE OF ROLE: Reports to: Emergency Response Team Leader, collaborates with the M&E Manager Staff directly reporting to this post: 0 KEY AREAS OF ACCOUNTABILITY: Monitoring and Evaluation tasks: • Develop and implement monitoring, inspection and evaluation procedures in collaboration with the M&E manager; • Monitor all project activities and progress towards achieving the project output; • Develop monitoring and impact indicator for the project success and input into Logframe development; • Provide feedback to the Team Leader on project strategies and activities; • Provide inputs, information and statistics for monthly and other reports to Team Leader; • Support monitoring and evaluation of the effects and impact of the project; • Assist in coordinating across the available components of the projects to ensure effective implementation of M&E/communication; • Assist the project personnel with M&E tools and in supporting them in their use. Communication tasks: • Develop the project’s internal and external communication strategy to support and enable internal information sharing to strengthen advocacy efforts; • Develop situation reports, regional reports, and communications for an external audience, key messages, case studies and any other communication materials as required; • Proofread and edit strategy documents and reports; • Draft long term communications work plan based on tasks/ deliverables. SKILLS AND BEHAVIOURS (our Values in Practice) Accountability: • Holds self accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values Collaboration: • Builds and maintains effective relationships, with colleagues, members and external partners and supporters • Communication skills Integrity: • Honest, encourages openness and transparency QUALIFICATIONS AND EXPERIENCE • Degree in a relevant field is necessary; • The candidate must have excellent written and spoken English; • 2-3 years of experience in M&E /developing media and communication material in International NGO; • Case study development and/or research; • Experience with refugee or emergency programs is desirable; • Strong organizational skills; ability to interact effectively with international and national personnel; • High computer skills on MS Office programs, especially in MS Excel; • A demonstrated ability to multi-task and process information into action as to not delay program activities; • Proactive in identifying difficulties and working cooperatively to solve them; • A commitment to the values and principles of SC.
