Morality and uprightness demands that even if the PSF is partly funded by Pagcor/Pcso, it should be used transparently, accountably and with honesty. The amounts contributed by gaming may be allocated for the "soft" needs of the poor: for medicines, scholarships, purchase and fitting of false teeth, poverty alleviation. Disaster and calamity funds, subject to post-audit and reversal to the National Treasury at the end of a period, can be estimated initially from historical records and projections. Intel funds and contingency funds in billions appear to be indeterminate and too large. Only approval of an FOI Bill will convince the people about transparency and accountability of public funds. A law will sanction abuses and will serve as an insurance against misuse by the chief executive, whoever is there. Lawmakers can concentrate on the "hard" component of development needed by their districts, scrutinize the budget submitted by the OP and should tallocate more for the needs of the Judiciary, pass the GAA with their district improvements on, not influencing DPWH or other executive agencies or using NGOs (these should have their own fund resources, not from public funds) and involve themselves in regional and provincial councils to monitor district projects. The executive should realign the budget so that the poor do not beg from politicians for favors: this means a systemic overhaul of the entire system, not based on patronage but on the objective common good, integrity and genuinely good governance.
