If those employing 50-99 want to take advantage of his gift from yesterday of delaying their #ObamaCare mandate for an extra year, they have to file an affidavit with the IRS that any firings they might make have nothing to do with ObamaCare. Its not that he cares if they fire to avoid penalties from the ACA... the administration wants cover under the penalty of perjury to keep those same businesses from making any public statements of the actually why of what they have to do to stay in business. Its another example of the Chicago Way.
