Most cars that stop there arent watching the next lane traffic and are not prepared to accelerate if it is clear or a if another car is signalling to MERGE right (any lane change requires a yield to traffic in that lane) to take the exit. This makes an opportunity to merge left as they slow down. Lived in CA, SF Bay Area, LA, Houston, etc. Professional driver. That intersection sucks, I agree, but there are reasonable options that can make an onramp stop a rare occurance. It IS a kind of a dance and anyone who doesnt know the moves or isnt paying attention can make things dicey, at best.
