Moving low-income residents to better neighborhoods would help make the city more diverse while giving CHA residents and their children access to better schools and jobs and safer streets. But many residents who have been given vouchers and the chance to move dont. They remain in neighborhoods that are plagued by violence and where stores, public transportation and jobs can be harder to find, according to new data obtained by the Chicago Tribune.
