Mr. Brennan was wary on Tuesday about the extent to which Russia may now be on readying itself to move directly into eastern Ukraine. “Is it possible, does Russia have the capability to move into eastern Ukraine?” he said. “Absolutely they do.” “But I think what President Putin and others are doing right now is trying to determine exactly what they believe they need to do, as well as what they’re willing to do in light of such international condemnation of the Russian moves.” “I guess only Putin knows if he has made that final decision,” Mr. Brennan said.
