Mr. Ruiz, for a still unknown reason, had climbed onto the roof of his apartment building in Phoenix, AZ and was acting strangely. A neighbor saw him and called the police. That is the appropriate action most of us would think, but in this case, it was Ruiz’s death sentence. He was tased for non-compliance with officer commands to come down. After being shot by tasers a few times, Ruiz agreed to the officers’ demands and jumped down onto a balcony. He was greeted by an officer who immediately placed Ruiz in a choke hold which lasted for approximately three minutes. The officers then dragged Mr. Ruiz down the stairs, his face thumping loudly against each step as they made their way down. Ruiz was unconscious and unresponsive at the scene by the time the “peace officers” made their way to the bottom with their catch. He was resuscitated at the scene, but was ultimately taken off of life support at the hospital and died.
