Multitask Personnel are working in partnership with a popular museum attraction based in Manchester. We are currently recruiting an Estates Manager on a permanent basis. Purpose of the Job The role has primary responsibility for the operational management of the Museum’s world class estate, its listed heritage buildings and all associated facilities and contracts as well as inputting into our ambitious program of Masterplan projects. Working to high Professional standards, to ensure regulatory compliance and continuity of business operations, you will provide site-related knowledge to the Group-wide Estates Service, as well as providing a source of subject matter expertise to a range of stakeholders at the MOSI site. Key Deliverables/Accountabilities 1. Ensure provision of buildings and facilities that are safe, compliant, that meet the needs of the national collection and museum visitors in line with Group Estates strategy. 2. Ensure legislative and regulatory compliance in all systems and procedures around building design and use, plant, equipment, electrics and systems, highlighting any potential risks and mitigating actions with the Head of Group Estates. 3. Management of all estates facilities and maintenance contractors and service providers to ensure contracts meet the needs of the museum and deliver best value for money. 4. Lead and manage the museum Estates team to ensure the highest standards of work are attained with responsibility for all day-to-day line management, rostering etc. 5. Be responsible for ensuring that the conservation, planned preventative maintenance and reactive maintenance of the museum’s heritage buildings and structures is planned and delivered. 6. Deliver improvements and change that support the Group’s estate strategies. 7. Be responsible for ensuring that the operation, the planned preventative maintenance and reactive maintenance of the museum’s building management systems and all other facilities plant equipment is planned and delivered. 8. Work closely with the Gallery Maintenance Manager to ensure that all work is covered, particularly where work has elements of crossover between the functions 9. Oversee the museum’s energy strategy to deliver efficiencies in energy use and negotiate contracts with energy providers (gas, water, electricity) that offer best value for money, working jointly with other Museums in the Group where beneficial. 10. Responsibility for managing all building leases, contracts and the maintenance and development of essential building records and data. 11. Project management of capital Estates improvement projects 12. Management of the Estates budget and quarterly reforecast. 13. Oversee provision of suitable office accommodation for all staff and volunteers, ensuring all user requirements are met 14. Where required, support the achievement of essential consents such as Planning, Listed Building, Advertising, Building Control, etc 15. Responsible for museum’s waste strategy and management of the recycling and waste contracts, working jointly with other Museums in the Group where beneficial. 16. Responsible for all property, buildings and infrastructure as a member of the museum’s core Crisis Management Team 17. Provide local site knowledge and subject matter expertise to the Masterplanning process and applications for capital project funding. 18. Provide excellent customer service, answering all visitor queries in a polite and helpful manner and offering similar levels of service and professionalism to staff and volunteers. Mandatory responsibility for all staff Take care of your personal health and safety and that of others and report any health and safety concerns. Ensure proactive compliance with the Museum Groups H&S Policies, including risk assessments and implementing safe systems of work. The post holder will assume a hands-on managerial role, working one weekend a month and occasional Bank Holidays and evenings, to reflect the 7-day visitor operation. Working Relationships and Contacts • Line management by SMG Head of Estates and regular contact with SMG Director of Masterplan and Estates • Regular contact with Estates Managers and teams within SMG. • Regular contact with MOSI Head of Operations to ensure that the Estates team meet the needs of the Museum • Regular contact with the MOSI Gallery Maintenance Manager. • Regular liaison with the Exhibition and Interpretation team regarding the Masterplan, exhibitions and galleries • Works closely with SMG Health and Safety Advisory team to ensure safety of safe systems of work are adhered to. • Regular contact with operational teams: Operations Manager, Duty Managers, Security, Retail, Catering and Corporate Events regarding the visitor operation. • Regular contact with the Conservation and Collections Care team to ensure the Estates and facilities meet the needs of the national collection. • Regular liaison with all MOSI teams regarding the optimisation of energy use. • Regular contact with all external contractors, suppliers and service providers • Regular contact with neighbouring organisations regarding matters that impact the museum’s estate. • Liaise as appropriate with external regulatory bodies (building control, planning etc) legal advisors etc to guarantee compliance with legislation. • Main point of contact with local building control and planning department. Line Management and Budget Responsibility • Directly line manages a team of 5. • Indirectly line manages: supervision of volunteers as required • Contractors: management of contractors when on-site • Budget Holder: responsible for all team staff and non-staff budgets • Responsible for budgets up to £1m. Candidate Profile Experience • Demonstrable experience of estate management, preferably within the cultural sector and/or buildings of historic interest • Proven experience of leading and managing a team to deliver high quality outcomes • Demonstrable experience of management of project/departmental budgets • Demonstrable experience of directing capital projects Skills, Knowledge and Relevant Qualifications • Effective leadership, influencing and communication skills • A working knowledge of building construction, materials, M&E systems and fabric. • Demonstrable understanding of the issues and complexities of managing a diverse estate including listed building status and conservation requirements. • Knowledge of building regulations, H&S legislation and construction law • Knowledge of fire regulations • The undertaking of surveys, audits and the production of reports. • Relevant technical background in Estates, facilities management, engineering or building surveying. • Strong project management skills gained through demonstrable successful delivery of a range of projects of different sizes • Proven ability to work effectively with internal stakeholders, subject specialists, external consultants/contactors to deliver outcomes • Proven ability to plan and use physical and financial resources effectively and efficiently, supported by an understanding and application of financial monitoring and administration • Ability to obtain, analyse and use information for effective decision-making • Ability to establish and maintain effective relationships with internal and external consultants/contractors, including coordinating both internal and external customer/agency agreements • Proven ability to work effectively on more than one project simultaneously, managing different programmes to achieve high quality results • Strong team skills, with confidence and experience to influence and support colleagues across the organisation with differing abilities and skills • Excellent motivating and influencing skills with the ability to work across departments • Understanding of the Museum’s core narratives and how these are applied consistently across the programme • Ability to deal with diversity, ambiguity and multi-tasking. • Ability to manage stakeholders needs and interests, with sensitivity and ability to negotiate win-win solutions • Proven ability to ensure estates are managed and maintained to a consistently high quality • Experience of taking a visitor focused approach to work • Strong written and oral communication and interpersonal skills • A thorough knowledge of all relevant Health and Safety legislation Behaviours • Able to coordinate people and projects effectively and efficiently, maintaining excellent standards and effective communication • Motivated, self-starter, able to work to clear outcome targets • Positive, proactive, unfazed by challenges and quick to look for creative new ways to problem solve • Able to achieve results whilst working to tight deadlines, often in pressurised environments • Able to prioritise work, identify and deal with obstacles • Copes well with ambiguity, competing priorities and enjoys change • Strong team player, with excellent communication, reporting, facilitation, negotiating and influencing skills and ability to encourage new ways of thinking • Extremely well organised, with excellent attention to detail • Able to enthuse and inspires others to deliver.
