My automated response from Pat Toomey....Here is what the cosponsor had to say... Dear Patricia, Thank you for contacting me about the Keystone XL oil pipeline construction project. I appreciate hearing from you. As you may know, the Keystone XL pipeline is a proposed project that will transport over 830,000 barrels of crude oil per day from Alberta, Canada to Nebraska and then on to refinery locations in Texas and Louisiana. While Keystone XL will not be built with federal funds, a Presidential Permit issued by the U.S. Department of State is required for the project to proceed since it will cross our border. I support approving Keystone XLs permit application because this project will create jobs and help promote U.S. energy security in an environmentally responsible manner. According to the State Departments analysis, building the Keystone XL pipeline will create approximately 42,100 badly needed jobs across the country. Direct pipeline and refinery operations will continue to sustain good paying job opportunities well after construction is complete. Because of this, Keystone XL has received support from elected officials from both parties, including President Bill Clinton and Senator Bob Casey (D-PA), as well as from prominent labor leaders and a majority of Americans. In these turbulent times, I also believe that it is important to support projects that will increase our energy security by reducing our dependence on oil from unstable and unfriendly parts of the world. By helping U.S. refineries to source abundant oil from Canada, Keystone XL will help to reduce our dependence on imports from the Middle East and Venezuela. I understand that concerns exist about the Keystone XL pipeline project and its potential impact on the environment. That said, the Keystone XL pipeline project has been under federal review for years and the U.S. State Department released its final environmental impact statement for the project in January 2014. Among its findings, the State Department concluded that the proposed pipeline would not alter global emissions as it would be unlikely to significantly affect the rate of extraction in oil sands areas. As you may know, I was a cosponsor of a bipartisan bill to approve the Keystone XL pipeline (S. 2280). On November 18, 2014, I joined a bipartisan majority of my Senate colleagues in voting to support the passage of S. 2280. Unfortunately, though the Senate voted 59-41 in favor S. 2280, it failed to achieve the 60-vote threshold required to pass the bill. I remain hopeful that Congress will have the opportunity to approve Keystone XL in the future. Thank you again for your correspondence.
