My big caution on this is that sunlight and contact with air are two important dynamics in a healthy body of water. Cover over your lakes or ponds with solar panels and what would be the ecological effects on the health of the body of water... I would much rather we put solar panels on every exposed rooftop in a city. The land is already used, the solar panels could be used as awnings under which we could put picnic tables, and there is a LOT of wasted space on top of buildings that would generate free electricity once the panels and control circuits are installed. You could put solar panels all over buildings, up the walls, and your architects could design very nice-looking buildings which incorporate solar panels all over the place. Generate free power and create shade where you want it. While they are at it, wind generators could be put all over skyscrapers, which generate their own natural thermal updrafts anyways. Let us use what we already have!
