My feeling is that Serge Osmeña’s disenchantment with PNoy’s management style—perhaps with the entirety of his presidency—has been long in the forming. It boiled over in the after-Tacloban performance of the Secretary of Energy. Serge Osmeña clearly felt that President Aquino had been too laidback in his attitude toward Petilla, who, after all, was his appointee. In the after-Tacloban scenario, Serge Osmeña had had enough. Petilla was an awful manager, and, because PNoy allowed him to do his job so badly, PNoy too was an awful manager.
