Some might argue that suggests the couple has an interest in North Korea, perhaps to gather information on the North Korean military and pick up chatter from people crossing the border. However, that claim looks far-fetched when compared with all the other evidence available. The Garratts have lived on and off in China since 1984, if they were spies wouldnt China have caught onto this a little sooner than 30 years after it began? The Garratts own explanation makes much more sense: “We’re China-based, North-Korea focused, but we’re Jesus-centered,” said Kevin Garratt in 2013 sermon while he was back in British Columbia. It seems far more likely that the Garratts primary interest was providing help to North Koreans passing through, and trying to spread the Christian faith (though doing so is banned in China), than gathering intelligence as spies. Yet the Garratts are not being investigated for breaking the law by attempting to spread Christianity - they are under investigation under a vague Chinese State Secrets law which has, thus far, been only used against Chinese citizens and not against foreigners.
