My second goal if elected as Sheriff on November 4, 2014 Fiscal Responsibility: The basic, fundamental aspect of fiscal responsibility is living within ones means, using financial resources wisely and making financial decisions in an open transparent way. As Sheriff, fiscal responsibility is a must, and will always be on my mind. If elected as sheriff I will immediately begin making necessary changes and adjustments. Example, the current command staff for the Sheriffs Department is excessively top heavy. My first change would involve the elimination of a captains position, which oversees the four Lieutenants over the road divisions. In lieu of this modification, all four Lieutenants would report directly to the Chief Deputy Secondly, I would require my command staff Sheriffs Leadership Team to drive what my deputies drive - a standard police package vehicle. I believe all vehicle assignments should be prioritized in the following command order: starting with the enforcement division, detective division, jail, and ending with the command staff. Essentially, we are all deputies. The command staff personnel will not be assigned any vehicle that is not a standard patrol vehicle - including the Sheriff. The deputies who are assigned to work the roads have a greater need for a more dependable patrol vehicle. Therefore, they will receive these essential constituents, in order to aid them in better serving the community. Additionally, I am entirely supportive of the vehicle take home program. Vehicles are better maintained and cared for under this type of system, which ultimately prolongs the life of the automobile. The vehicle take home program allows for major flexibility in emergency call out incidents. Moreover, allowing for better coverage and visible deterrence as deputies report to work, court, and training. However, the cleanliness of the automobile will be each deputys sole responsibility-not at the expense of the county (Professional Care Wash). Lastly, I believe that employees who are assigned to a division within the Sheriffs Department that are currently using a county patrol vehicle to travel to and from work should drive their personal vehicle. The administrative bloating of the Scotland County Sheriffs Office has become completely unreasonable and inconsistent with the current economic state of our county. With these changes, I hope to lessen superfluous spending associated with the current Sheriffs Department. Ralph Kersey for Sheriff
