My understanding is that a game is only completed once 2 equal halves have been played over and above the time added on for injury.If the game had been blown off and the above were not met then it is deemed to be no game and it should be replayed,unless otherwise decided by your governing body (who could penalize the offending team. When the ref blows his whistle it means play has to start or stop because the ball is out of play.It does not mean he blew for a goal because the has gone over the goal line and into the net, it merely means that he is indicating that the ball is out of play. The goal is only awarded once he points the the centre spot on the field. Remember that the ref is the sole judge of the game and his decision on that field is final. Be he right or wrong.The lines people are there to assist him.If the ref contravenes any of the rules of the game you have the full right to lodge a protest against his decision.
