NCR: Whilst the Legion would rather enslave you physically, NCR would rather just enslave your finances. NCR citizens range from greedy cowards to determined heroes, and the few and far in between can be found at every wasteland outpost. They protect their own at any available chance, especially when money is to be made in doing so, or kept. They are basically America rehashed. A society of many great people, and those who wish to exploit them, such as Thomas Hildern, Alice Mclafferty. They care not for small victories and only for the large victories that make the citizens proud, such as Hoover Dam and not Nipton, such as having Helios One and not quelling the threat of Powder Gangers. While maintaining a good amount of personal freedom and being relatively safe, money is what feeds the government and so it is the top concern. America reborn. Independent next. -Mothman
