NCRPO: “We Do Not Tolerate Misfits Within Our Ranks” The National Capital Region Police Office (NCRPO) Officer-in-Charge PCSUPT Diosdado T Valeroso stressed that the NCRPO does not tolerate misfits within its ranks as he gave orders to the Regional Legal Service and Discipline, Law and Order Section (DLOS) to thoroughly investigate the administrative cases against PO1 Jaime Jan Brian Nicabera on July 21, 2014. Nicabera was relieved from Eastern Police District (EPD) and reassigned to the Regional Personnel Holding and Accounting Unit (RPHAU) effective July 16, 2014 while he is under investigation on extortion case filed against him. Recently, Nicabera was arrested by the CIDG operatives for allegedly extorting money from the siblings of a man who was facing drug charges. In an investigation, it was discovered that Nicabera had been penalized with 10 administrative offenses due to Simple Neglect of Duty and Less Grave Neglect of Duty with corresponding suspension from duty that ranges from 3 days to 50 days in 2012 and 2013. However, these ten (10) administrative cases filed against Nicabera could not be used as grounds/basis for his dismissal from the police service under NAPOLCOM MC 2007-001 because such administrative cases did not fall under Recidivist or repeatedly charged. t) Recidivist – a person who has been previously penalized for a grave offense and is again charged of another or the same grave offense; xxxxx v) Repeatedly Charged – when a police officer was formally charged administratively for at least three (3) times and was found culpable in any one of them and meted a penalty not lower than sixty (60) days suspension;” (Rule 2, Section 1, Napolcom MC 2007-001). As the NCRPO is very firm in implementing its Rewards and Penalty Program to rid the police organization of bad eggs, the OIC NCRPO is calling the other victims of Nicabera to show up and file their complaints to allow the NCRPO leadership to further investigate and take immediate appropriate action. Relatedly, PCSUPT Valeroso acknowledged the efforts of the CIDG in arresting Nicabera due to extortion and for helping the NCRPO in cleaning its ranks. ###
