NDULAMO ANTHONY MORIMA: A columnist in the Weekend Post in response to the BCP manifesto argues that the undertaking to expand the DCEC is unjustified considering that its weaknesses do not relate to its size, but its lack of independence from the executive. (The BCP in its manifesto states that it will provide the DCEC with the necessary professional mix that can meet the demands of its job). In as far as I know the DCEC does not a professional asset recovery unit similar to that of south africa, Belgium, israel and others. An asset recovery unit is an entity responsible for seizure and management of criminally acquired properties including companies funded and operated through corrupt deals. The DCEC does not have the capacity to seize and manage criminal entities such as Silver Shadows or a chemical manufacturing plant and keep it running until the finality of its matters in court, and my beleive is that yes the DCEC must be fully capacitated for it to carry out its mandate fully. My take is that the DCEC is lacking in so many respects not only relative to its independence
