NET NEUTRALITY OR INTERNET NEUTRALITY is the principle that Internet service providers and governments should treat all data on the Internet equally. This means e.g. that your ISP (Internet Service Provider) or government should not manipulate what you get to see and read and money making schemes of providers should not manipulate you to get that content that they can be paid to filter what you see or dont see. For those who want to go beyond fair competition business practices and consumer protection to include the general implications of cilvil liberties and freedom of speech, here is a link to the American Civil Liberties Union on issues involved in this debate. This is not partisan politics but pointing out issues to be addressed to guarentee internet neutrality.
