NEWS UPDATE: The ministry of Finance has advised govt to aim at ending the culture of extra expenditure, if the new Finance management reforms are to produce their intended outcomes. Keith Muhakanizi, the ministrys Permanent Secretary,said that the country continued to experience shortages in budget implementation because supplementary budgeting was gradually becoming a habit in government. Muhakanizi was recently speaking to Ministers and other heads of government departments at the National Budget Consultative Workshop at Kampala Serena hotel.
