NEWS UPDATES AT 8 O’CLOCK WITH ORANGE. The third edition Kampala City carnival has been a success. The festival parade started through Kampala Road towards Railways Gardens where the main celebrations of the festival events were hosted. The festival is a day Kampala Capital City Authority KCCA set aside for Kampala dwellers to enjoy full liberty of their city, show their talents and associate with its leaders. However, embattled Lord Mayor Erias Lukwago was not present. The Executive director KCCA Jennifer Musisi addressed revelers and vowed to continually improve the organization of the city festival as a tool of creating a sense of social togetherness among its people. Kabuye says that Rwanda has managed to curb corruption because of its system. Tororo district local government is set to auction 39 of its grounded motor vehicles. Chief Administrative Officer, Vitalis Oswan says majority of the grounded vehicles broke down years ago and are congesting the district works yard. Brazilian incumbent Dilma Rousseff has won most votes in the countrys presidential election, but has fallen short of outright victory. She received about 42% of the vote and faces a run-off against centre-right rival Aecio Neves, who got 34%. Analysts now predict a potentially tight second round on 26 October.
