NEWS UPDATES AT 9 O’CLOCK WITH ORANGE. Minister for Finance Maria Kiwanuka has until August 1 to constitute the National Social Security Fund (NSSF) top management or else the workers’ representatives take action. The chairman general of National Organisation of Trade Unions’ (Notu), Usher Wilson Owere warned that the minister will be responsible for whatever steps they take. This follows the operation of NSSF without top management for about a year even after job advertisements were made, names of the people who passed interviews and were recommended for the top positions were sent to the minister more than two months back. In the minister’s defence as heard last week in the August house, she said she was still consulting widely before pronouncing the NSSF’s new managing director (MD), deputy MD and corporation secretary. Parliament has decided to institute a committee to investigate alleged corruption at the Fund as legislators dismissed her excuse as shallow. Schools under the universal education program have not yet received capitation grants for second term. This financial shortfall has bogged down operations and could see the academic performance of pupils deteriorate. There is no money to buy scholastic materials, conduct co-curricular activities- things which the capitation grants from government cater for. Second term which opened late May is due to close in two weeks but these schools could close earlier than usual. Meanwhile, government has up to tomorrow to explain the whereabouts of over 42 billion shillings MPs allocated for capitation grants for second term in the 2013/14 budget. The ultimatum was set after minister of state for finance, Matia Kasaija said that a supplementary budget for the grants was not approved by parliament in the 2013/14 financial year hence causing the delay. The new Kalangala district chief administrative officer, Allan Ashaba will not tolerate the lazy public servants who absent themselves from work. Ashaba who officially began work last Tuesday has vowed to streamline government service delivery in the island district. The district suffers chronic absenteeism of civil servants. The UN Security Council has called for an immediate ceasefire in Gaza after holding an emergency closed-door meeting on the crisis. The urgent talks came after Ban Ki-moon described Israels shelling of a Gaza City suburb as an atrocious action. Sunday was the deadliest day of fighting, with 13 Israeli soldiers and more than 100 Palestinians killed. US Secretary of State John Kerry is due in Cairo on Monday to discuss the crisis with Egyptian leaders.
