NYPD cop, against department policy used a choke hold and the guy dies - all caught on video - and its not a crime? WTF? How is this not manslaughter? There is no question of the victim being violent or the officer being in any danger. Its all on video. The officer was using a move the department has banned (in 1993!) specifically because it can cause death. I just dont get how this cop isnt looking at charges. Oh and to cap it off they managed to find a reason to indict the guy who shot the video.
