Throughout the American occupation, Damascus gave a laissez passé to foreign fighters who wanted to go to Iraq and join the AQI in order to attack Americans, Shiites and others. As long as they kept their heads down in Syria, they were welcome to pass through. So these two entities have a very long history of not only knowing each other, but knowing how to make each other useful.
