Facing a plunder complaint and with certain groups calling for his resignation, Budget Secretary Florencio Abad is busying himself with the 2015 budget proposal that Malacañang will submit to Congress before the end of the month. Reporters have noted Abad’s apparent silence since the Disbursement Acceleration Program (DAP) was invalidated by the Supreme Court. Briefing reporters at the Palace yesterday, presidential spokesman Edwin Lacierda said, “We have no information as to when Secretary Abad will show up.
