National Unity Government a golden opportunity for some communities. The presidential election in Afghanistan was engaged many problems and difficulties nationally and was a good opportunity for some communities like Hazaras and Uzbeks. In the two round of presidential election this year, the turnout among these two communities was very high. They cost the cleanest ballots to the boxes. Despite of geographical difficulties, they went to the poll stations and cost their ballots. Some observers named these two communities as ‘king makers’. It was very meaningful title in political scene of Afghanistan. The Hazara and Uzbek communities are the marginal in the political scene of the country. During the modern history of country, they live like second-best citizens in the country and were deprived of basic rights. This year and during the presidential election, General Dustom, an Uzbek, was as first Vice president and lawyer Danish as, a Hazara, was as second Vice President of Ashraf Ghani. Mr. Mohaqqiq, a hazara, was as second vice president of Abdullah. Uzbeks cost a significant amount of ballots in favor of Mr. Ghani and Hazaraz did so in favor of Abdullah. During the political crises and tension between two teams, Mr. Mohaqqiq and General Dustom have a significant role in the two teams due to their clean ballots. After the agreement of making Shared-power or so called National Unity Government, Mohaqqiq and Dustom have claimed a significant share in the National Unity Government. According to the agreement, the ministries and high ranking governmental offices should be divided equally between the two teams. The most critical issue regarding to division of power has been the division of most important ministries like security and economic ministries. These ministers should be divided equally between the two teams. The four ministries- defiance, foreign, interior and finance- were recognized as most important ministries. One of the most important reasons of delay of making and introduction of cabinet is controversy among leaders in the two teams. For instance, Dustom in Ghani’s team and Muhaqqiq in Abdullah’s team claim at least one of the important ministries. Ashraf Ghani have been denying to take the important ministry to Dustom. It is one of the important reasons of delay in introduction of cabinet to the parliament. In conclusion, we can say that presidential election was a golden opportunity for some communities like Hazara and Uzbek. They have significant participation in election and in the National Unity Government. It shows that the monopoly of power is no longer in the hands of one or two communities in Afghanistan.
