National charity watchdogs generally use a 35 per cent threshold for administrative spending, saying the most efficient charities should be spending about 65 per cent of their money on charitable programs. Bruce MacDonald, president and CEO of Imagine Canada, said those thresholds aren’t always a good measure, but it’s important for the public to know where their money is going. “Would Canadians go into a local elementary school and ask teachers how much did you spend and say to one teacher you spent the least on your classroom so you’re the best teacher?” MacDonald said. “You have to take a look at the value and impact of the programs they offer.” He added that the campaign is also about raising awareness and commemoration.
