Need to study this one. Wow, this guy seems to know a lot. I have a VERY high standard to vote yes on any bond measure, for much of the same reasons he points out. But if the state really had a surplus and we know we dont need to waste money on high speed rail, and we know the state government is bloated, why would be borrow more money money to solve our problems? Isnt that like increasing your credit card debt when you have a fairly new car worth $20K sitting in your garage because you dont drive it?
