Needles, CA: Mr. Michael Bracken presents economic development status report. During Presentations at the Needles City Council Meeting on Wednesday, November 12th, 2014, Mr. Michael Bracken, Managing Partner, Development Management Group, lnc., presented an economic development status report to members of the Needles City Council. ** The following is what is stated in the economic development status report by Mr. Michael Bracken from Managing Partner, Development Management Group, lnc.: ** - Background: Approximately one year ago, the City Council for the City of Needles entered into a contract with DMG Inc. to provide economic development consulting services. In the past year, we have worked as a member of the your team (in concert with you as the electric body the city manager, city attorney and key staff (namely David Brownlee, Cindy, Simone, Cheryl Sallis) to bring new economic investment to the community. - Process: Over my 20+ years career, it has been my experience that the process fundamentals are the same. They are as follows: 1. have a plan (the City Council adopted its Economic Development Strategic Plan in April 2014 2. Establish relationships and credibility with the retail, brokerage, development and financial community. This obviously takes time but we have been successful in establishing the presence of Needles, its desire for economic investment through a multitude of contacts in various business recruiting events (RetailLive-Los Angeles, ICSC-Las Vegas, ICSCO-San Diego, High Desert Opportunity). 3. Provide continuous contacts and follow-ups and have established market information - Results: In the past year, we have had forty (40) leads come to us that are specific to our efforts (please note that we do not include leads provided by the State of California, rather just direct leads regarding business opportunities in Needles). The results are as follows: 1. 40 Total Leads 2. 19 Considered STILL Active 3. 1 Deal Completed (99 Cents Only) Resulting In Saving of $180,000+ annually to the City of Needles (Utility Subsidy) and is serving basic grocery needs in the community 4. 1 Deal Pending City Council Action on 11/12/14 (Chamber of Commerce) 5. 1 Deal at Legal Review (Lease with Amtrak) 6. A number of potential economic investment project still in process. Some of those will occur, others will not. 7. Of the 19 leads still active, they include: a. 1 Commercial Grade Solar Project b. 2 Gas Stations c. 2 Fast Food Restaurants d. Private Detention Facility e. 3 Housing Projects f. 2 Hotels g. Chamber Building h. Amtrak i. 2 Office User for El Garces j. Commercial Grow Operation k. Used Car Retailer l. Car Retail Agency m. Transportation Provider/Shuttle Service (car) * Note that DMG, Inc. serves as an economic development consultant. While some projects listed here may be controversial, any land-use or operation approvals are within the purview of the Planning Commission and/or City Council - Additional Project: In addition to the above, we are currently working on an economic impact analysis of the Golf Course as well as pursuing the visibility of an Inland or Dry Port destination as a means of attracting businesses in the distribution/logistics industry - Continued Efforts: We have worked on your behalf to establish the credibility with the City of Needles and the community with those making economic investments. This is beginning to result in a pipeline of projects. Over the next several months, it is anticipated the number of projects that go from lead status to projects will increase. Additionally, as new members of the City Council take office, we will be honored to meet with them, review the strategic plan previously developed in concert with dozens of members of the business community and receive appropriate feedback to guide future efforts.
