Neighbors - Age old question in Rochester area urban planning: Is Downtown everyones neighborhood? Are there separate neighborhoods within the Neighborhood of Downtown? Are the separate neighborhoods everyones, as well? Or is it only the common use private and public facilities in Downtown that are for everyone. And, if so, how should public revenue sharing be allocated for Downtown improvements unrelated to common use facilities? Are these questions exacerbated by the fact that for years weve had a tightly fitting X-way ringing our downtown that fostered a notion that it was its own cloistered community not having natural flows into its surrounding neighborhoods as it may have had in the past? Soon we will see if a difference is evident when you will not be able to do this anymore on our infamous Inner Loop, a public improvement the likes of which I defy you to identify in any other major city: youtu.be/XClhQ2T4a10
