Neutrino mixing matrix: one on the top was published in Physics Letters B in 1999 by I. Stancu and D. V. Ahluwalia while one on the bottom was published three years later by P. F. Harrison, D. H. Perkins, and W. G. Scott, in Physics Letter B in 2002. It fixed the only remaining angle, while we fixed two of the three angles in what came to be known as tribimaximal mixing matrix. The difference of minus sign in the third row is not important (it is a global phase for the tau neutrino). The 2002 paper of Harrison et al. did not cite our 1999 paper, and as such that paper remained largely ignored/unknown while the Harrison et al.s paper is classed as `Renowned with over a thousand citations.
