New Brunswick - Proposed changes would restrict tethering of dogs July 7, 2014 Proposed amendments to the General Regulation under the Society for the Prevention of Cruelty to Animals Act would limit the amount of time a dog could remain tethered each day. Other proposed amendments would allow action to be taken regarding improperly confined animals prior to the animals’ health being impaired and updates to the standards of care currently in the regulation. “After consultation with several stakeholder groups, we believe that these changes are moderate, appropriate and enforceable,” Environment and Local Government Minister Danny Soucy said. “We also looked at challenges and best practices from other jurisdictions.” Additional amendments are proposed for the Provincial Dog Regulation under the Municipalities Act. This regulation, which applies in local service districts and in rural communities without an animal control by-law, is being amended to increase penalties, change provisions surrounding impounded dogs and allow multi-year dog licences to be issued. The proposed changes are posted online for a 28-day public comment period. If approved, they would come into effect on Dec. 1, 2014. ~ Faith
