New Eala rules to trim Speakers powers The East African Legislative Assembly (Eala) on Wednesday adopted new Rules of Procedure which partly trim the Speaker’s powers. Under the new rules, the Speaker will now take vital matters to the Eala Commission instead of making a unilateral decision. The Speaker may also be expeditiously removed upon a resolution of the House instead of a week as was the case previously. The censure motion can be tabled in the Assembly within 24 hours of its receipt by the Clerk. It can then be referred to the Committee on Legal Rules and Privileges which investigates and reports the findings to the House. The new rules will come into force in March, during the fifth meeting of the third Eala session.
