New Orleans Neighborhood Participation Program Keith Twitchell, President of the Committee for a Better New Orleans, will present on how the citys new Neighborhood Participation Plan will function. The intended purpose of the NPP is to provide timely notification of any proposed land use action affecting a neighborhood and to provide the opportunity for meaningful neighborhood review of and comment on such proposals. Mr. Twitchell will explain how this will affect the local business community, including architects, and what needs to be done in order to ensure that the NPP works best for residents and developers alike.
