New capital city for AP (post-division) need not be a huge city. Minimum functions related to the capital can be located there. Employment, business, industry etc. should be located in different cities. Decentralised growth is the need of the hour. Everything need not be concentrated in one city. (In the US, Washington DC is a medium level city. In Netherlands, Hague is much smaller than Amsterdam and Rotterdam. For four decades after WW-II, a small town, Bonn, was the capital for W.Germany).
