==News From Ministry of Coal MCLs Project Monitoring Report for Q3 FY-14 (Part-I): Inches ahead with diversification into power generation with its 1,600 MW power project March 19: After having a strong foothold in catering to the coal needs of the country, MCL is aggressively trying for diversifying into power generation with development of 1,600 MW Pit head thermal power plant under the JV route. 8Eager to begin construction of the power project, MCL, through its SPV company Mahanadi Basin Power Limited is making reasonable progress to get the desired clearances for the project. 8As per the Quarterly Project Monitoring Report for quarter ended December, 2013, provided by MCL, while the land is available for the proposed project and only permission for change of land use is required from Ministry of Coal, which is under active consideration, the Water Resource Division has given assurance for provisioning for water of Basundhara river. 8Moreover, EIA studies have been completed by the consultant and the process of Environmental clearances has started. 8To ensure fuel supply, application for coal linkages to the proposed power project has been accepted and MoC has been advised by SLC for the linkage to the TPP in January 2013. (Click on Details to download the document) Details MCLs Project Monitoring Report for Q3 FY-14 (Part-II): Tries to bring down ash content to 34%; takes on itself operation of 2-3 berths at Paradip port March 19: Mahanadi Coalfields Limited has taken on itself the responsibility to operate 2-3 berths at the Paradip port to bring in imported coal so as to be able to bring down the ash content in its own coal from the current level of 40% to 34%. 8This will enable MCL to meet the stipulation of keeping the ash content below 34% to be able to transport coal for distances of 500 km and above. 8The requirement has arisen as MCL coal has an ash content of about 40%, which is to be brought down to 34% by blending it with imported coal. 8Moreover, the CIL subsidiary is loaded with huge demand as per FSA much more than its planned production programme which has made it essential to import coal to fulfill the requirement of consumers as per FSA. 8Diversifying into port business, MCL Board has decided to take 2-3 berths from Port Authority at the Paradip Port on nomination basis for which condition has been decided and feasibility report is being prepared. 8MCL has issued the work order to RITES for preparation of tecno-economic feasibility report (TEFR) in December 2013. 8To note, MCL is expected to use 23 rakes per day of traffic for unloading and transport to ship by belt conveyor system. While MCL has decided to transfer coal to the coal storage area via stacking conveyors, it noted that only BOBRN wagons shall be used for unloading of coal over proposed coal dumping station. (Click on Details to download the document) Details MCLs Project Monitoring Report for Q3 FY-14(Part-III): Transport capacity continues to lag behind the mine capacity March 19: In a situation of coal shortage being faced by the country, transport capacity falling short of mining capacity aggravates the fuel shortage further. For MCL, the transport capacity of its projects has fallen behind the total mine capacity. While the mine capacity of the 12 open-cast projects of MCL was 101.81 m.cu.m upto December, the transport capacity was only 76.44 m.cu.m, resulting in a deficit of approximately 25%. 8As per the project monitoring report, the shortfall in the transport capacity has continued to persist throughout the current fiscal year. However, the difference has only accentuated from 16% in March 2013 to 25% upto the third quarter. 8MCLs Lingaraj OCP has reported the maximum shortfall of 5.52 m.cu.m, with the transport capacity of 7.85 m.cu.m as opposed to the mine capacity of 13.37 m.cu.m. While Ananta OCP transported 6.70 m.cu.m coal against the mine capacity of 10.29 m.cu.m, transport capacity and mine capacity of Samaleswari project was 8.46 m.cu.m and 11.47 m.cu.m respectively. 8Moreover, the transport capacity of Balram OCP, Lakhanpur and Belpahar OCP was 11.10 m.cu.m, 14.37 m.cu.m and 5.13 m.cu.m respectively, while the mine capacity of these projects were 12.47 m.cu.m, 15,79 m.cu.m and 8.07 m.cu.m respectively. However, the tender has been cancelled due to non-submission of documents/papers 8CHP and SILO Loading arrangement at Bharatpur Siding: Construction activities are under progress --LOA was issued to Mc Nally Bharat Engineering Company Limited, Kolkata on April 2, 2010 8CHP and SILO Loading arrangement at Bhubaneswari OCP: Plan has been changed and now coal will be washed near Bhubaneswari Mine and washed coal will be conveyed by Belt Conveyor to SILO located at Siding No-IV of Jagannath Area --NIT and scheme under preparation by CMPDI --MCL also noted that crushers are not required after introduction of Surface Miner.
