News on Telfer subway CCTV To: Cathy Fullerton Subject: RE: Telfer Subway CCTV Dear Councillor Fullerton Thank you for your enquiry on progress with Telfer Subway CCTV. Following the Council decision on 20 September 2012 to approve funding for the installation of CCTV in the Telfer Subway, officers have been working to specify, procure and delivery this provision. Every CCTV installation requires a bespoke solution to meet the specific requirements of the site and this involves procurement of different aspects of the work including access to power source, network access to transmit images and installation of the physical cameras. There have been a number of significant challenges in taking the project forward. The Council’s CCTV network is traditionally located on main arterial routes within easy reach of utilities. This is not the case with Telfer Subway and this has caused considerable problems in relation to both access to a power source for the cameras and to a network to transmit images. Access to power has involved protracted negotiations with Scottish Power. An interim solution has been achieved to allow us to move forward. Resolution of transmission issues has been more difficult. A number of options have been explored as key suppliers initially either declined to provide a cost for the necessary work or submitted costs which were unaffordable. To be clear on the challenges faced, the nearest telecom box was too far to allow digging up of the road and laying of fibre cable, the cost of this work would have been cost prohibitive. We have therefore had to seek a wireless solution, the best option involved relay to existing cameras which then required negotiation with transmission companies who were initially reluctant to engage with the process as they did not consider it to be cost effective. Officers have worked very hard to reach agreement on a solution that is affordable and this has now been achieved. The next stage of the work is completion of physical checks on the subway itself which will allow us to move to the final stages of procurement for installation of the cameras. These checks are in process. Once the tender process is completed and a contractor is selected we will require to negotiate lead in and completion times. It is difficult to be specific on the timescales but would aim to have this work completed in the next four months. I appreciate the delay in installation of these cameras is very frustrating for local residents. I have outlined the process in some detail in order to explain what is involved in achieving this project. I would assure you that officers are doing everything possible to move this project to completion as quickly as possible but have been reliant on utility companies to secure an affordable solution.
