No. You didnt win those races. As hard as you worked and as well-developed as your skills and endurance were, and those things are undeniably impressive, but you still cheated and your accomplishments are therefore forfeit. When the ethos of fair play and playing well is overwhelmed by the desire to win at any cost this sort of thing happens. It is a wonder that he is so blind to his own shortcomings. I have to wonder if he has repeated the lie so many times that he has come to believe it himself?
