No matter how many times this strategem has failed them before, Western regimes keep on thinking that by punishing the Russian people economically they will pressure and affect change in Russian foreign policy. This is based on the mistaken projectionist belief that Putins approval rating is due only to individualist economic rationale on the part of consumers. They are utterly *shocked* when Russian citizens continue to rally around the flag and their resolve and fatalistic stoicism only deepens. The hard and demonstrable truth is that much less damaging but far more intelligently targeted Russian counter-sanctions and sanctions blowback have caused far more unrest and political discontent in the EU than the other way around.
