Not a transmitter. More on the receiving end. My dad recently bought this antenna at the dollar store and it has been working well for him. He told me that he felt a little tingle when touching one of the elements. Today I took out my fluke and measured 70 volts AC from the antenna to the ground outside. The antenna is mounted to a wooden pole. It is amplified and motorized. The voltage for the rotator travels on the coax. Will have to open the control box tomorrow and snap some pictures of it. Would you report this to the consumer product safety commission?
