Its just appropriate for mainstream media to show the cone of uncertainty and different probable (/major) storm tracks from credible international agencies. Even if PAGASAs forecast were inaccurate, they should not be blamed as long as they properly followed the standards of their model with all the updates and technology available at hand. What if their forecasting were inaccurate, and US or Japan agencies turned out right, should the government apologize then (even if theres no human error or lack of technological upgrade)?
